The following information is being supplied to residents because
animal control issues are often a source of great concern to residents.
Animal Control is a unit of the Rochester Police Department.
The majority of animal owners in the City of Rochester are responsible
and considerate. They know that they need to:
- License their dog every year.
- Use a pooper-scooper to pick up dog feces when walking their
dog.
- Keep their dog leashed or in a fenced-in yard.
- Keep their dog from barking.
- Have no more than four dogs at a property.
Dog owners can license their pet by going to the City Clerks Office,
Room 100A, City Hall, 30 Church Street, Rochester, NY 14614. For

Because some animal owners are irresponsible, the City adopted legislation
in 1998 to restrict the types of animals allowed in public places
and increase fines for certain offenses.
Constrictor snakes are now prohibited from public places and no
animals are allowed at special events sponsored by the City or
held on public property.
It is a violation of the City Code if a dog howls or barks uninterrupted
for more than 5 minutes between the hours of 10:00 p.m. and 8:00
a.m. or for more that 15 minutes uninterrupted between the hours
of 8:00 a.m. and 10:00 p.m. If the dog barks or howls for shorter
periods of time on more than five occasions within a ten-day period,
a violation can be cited if attested by two or more complainants
from separate properties. The fines for the violations are $100.00
for the first offense, $200.00 for the second offense and $300
for any subsequent offenses.
In order to report a howling or barking dog, you must call 911.
